On November 9, 2012, the Citrus County Board of County Commissioners authorized staff to prepare a study as the first planning stage in developing a corridor plan for a portion of North Lecanto Highway (County Road 491). The segment, designated as the CR-491 Corridor Planning Project, extends from West Gulf to Lake Highway (SR-44) to West Norvell Bryant Highway (CR-486).

The Board approved the final draft of the CR-491 Corridor Study at their May 28, 2013, public hearing. The study (see 2013 above) contains a general overview of the CR-491 Corridor Planning Study Area by creating a dialogue of planning considerations, and providing implementation strategies. Staff was then directed by the Board to proceed with a formal amendment to the Future Land Use Element of the Comprehensive Plan to implement the goals and strategies contained in the Study.

On February 25, 2014, the Board amended the Comprehensive Plan to include a CR-491 Corridor Overlay Plan and a Fixed District with a system of land use Tiers as identified in the Study that provides a strategic planning approach that guides development along the corridor, supports economic development, coordinates with the much-anticipated Suncoast Parkway 2, considers regional infrastructure, and promotes growth of a new regional gateway. County staff is now working to develop the Land Development Regulations that will implement and achieve the goals, objectives, and policies of the CR-491 Corridor Overlay Plan as adopted in the Comprehensive Plan.

Through the public hearing process, additional issues and strategies will surface. We are interested in your ideas about how the corridor could look and how improvements can be made.
