ADMINISTRATIVE REGULATION:   AR: 18.03 DATE APPROVED: August 29, 2019
SUBJECT: Special Events Requesting a Fire Rescue Dedicated Unit ORIGINATING DEPARTMENT: Fire Rescue

POLICY:

The intent and purpose of this administrative regulation is to provide a means, by request, for the protection of the public health, public welfare and public safety of those persons in attendance at special events held within the limits of the County and of those persons who attend or who reside near or are located in proximity to the sites of such special events or are directly affected thereby.

DEFINITIONS:

Unless otherwise expressly stated, whenever used in this Administrative Regulation, the following terms shall respectively mean and include each of the meanings as set forth below:

  1. Special Event – Any temporary gathering for the purpose of participating in entertainment which may consist of music, parades, fairs, festivals, carnivals, circuses, sports events, arts and crafts, or any other entertainment event taking place within Citrus County, These include but are not limited to:
    1. Public or private events held in open areas or facilities.
    2. Any event or gathering with an excess of one thousand (1,000) people at peak attendance OR any event with one (1) or more of the following, regardless of the anticipated number of attendees:
      • Amusement rides or devices subject to inspection under 616, Fla. Stat.
      • Any special event requiring the utilization or temporary closing of any state, city, or county maintained public and private roadway including, but not limited to, road races and block parties
      • The operation and/or performance of a fireworks display
      • A temporary tent in excess of four hundred (400) square feet for use at public gatherings
c.   Any event with the potential of significant mechanism of injury:
      • Motorsports and/or racing
      • Sports or shows involving livestock or large breed animals
      • Any other event with the potential of traumatic injury
d.  Any public event permitted to serve alcohol
e.  Any other event which the Fire Chief/designee deems a special event for purposes of this administrative regulation.

  1. Planning Meeting – A meeting between the organizer(s), fire department personnel, and any other required personnel to discuss logistics and finalization of plans for the special event.

PROCEDURE:

ADVANCED NOTIFICATION; SUBMISSION OF REQUEST OF EMERGENCY SERVICES

  1. When a special event is planned to be held on a part of the holiday or holiday weekend of Easter, Memorial Day, Independence Day, Labor Day, Thanksgiving, Christmas, and New Year’s Eve, the requestor shall submit a letter of request to Fire Administration for approval at least ninety (90) days but no more than three hundred sixty-five (365) days prior to the event.
  2. When a special event is planned to be held that does not include a holiday or holiday weekend, the requestor shall submit a letter of request to Fire Administration for approval at least thirty (30) days but no more than three hundred sixty-five (365) days prior to the event.
  3. Special event requests submitted less than thirty (30) days in advance will be subject to denial by the Fire Chief/designee.
  4. Letter of request for approval shall outline the following:
    • Type of event, activities
    • Location of event
    • Date and times of event
    • Event organizer(s)
    • Contact person(s), telephone number(s)
    • Estimated number of attendees (each day of event)
    • Tentative schedule of events for each day of event
    • Detailed site plan, including pedestrian traffic access
    • Vehicular traffic control plan
    • Life safety plan
    • Other information deemed appropriate by the event requestor(s)
E.  A planning meeting may be required, by phone if appropriate, to discuss additional logistics or finalization of plans for the special event. If required, attendance, either in person or by phone, will be required by the event organizer(s).

FIRE DEPARTMENT SERVICES

  1. Unless otherwise authorized by the Fire Chief/designee, Citrus County Fire Rescue shall be the sole provider for fire department services within the unincorporated areas of Citrus County. The number of certified fire department personnel and the level of fire protection services required to service any special event shall be determined by the Fire Chief/designee. Fire department services shall be for the purpose of fire protection and rescue standby. The Fire Chief/designee shall determine all that is necessary to provide adequate fire protection and safety for each event.

EMERGENCY MEDICAL SERVICES (EMS); BASIC & ADVANCED LIFE SUPPORT

  1. The number of emergency medical services personnel and the level of emergency medical care services necessary shall be determined by the Fire Chief/designee.

Firefighter Per Hour $40.00
Command Officer per hour $50.00
Fire vehicles (truck, engine, etc.) per hour $80.00
Watercraft (boat, UTV, rescue vehicle) per hour $35.00
Command Vehicle or Brush Truck per hour $30.00
Ladder Tower (100 ft.) per hour $100.00


**3 hour minimum**
**Time begins when unit/personnel leave station and ends when unit/personnel arrive back at station after event**
