SUBJECT: Use of Electronic Nicotine Delivery Systems in County Buildings ORIGINATING DEPARTMENT: County Administration

POLICY:

In an abundance of caution, in light of the scientific findings and uncertainty to date, the purpose of this policy is to afford the general public and all County employees the same protections from exposure to nicotine and other harmful substances that may be found in Electronic Nicotine Delivery Systems (ENDS) vapor that are currently in place for exposure to tobacco smoke. In this policy, ENDS will be defined as any electronic smoking device that can be used to deliver nicotine or other substances to the person inhaling from the device, including but not limited to an electronic cigarette, cigar, cigarillo, or pipe, or any cartridge or other component of the device or related product. Therefore, unless an area is a designated smoking area, ENDS are not permitted. 

PROCEDURE:

  1. The use of ENDS is specifically prohibited inside all County owned and leased buildings.
  2. This policy shall be posted in a conspicuous location in all County buildings. Facilities Management Division will supply signs for assigned outside smoking areas and assist in posting such signs. Signs will be replaced as necessary. 
  3. ENDS use at County facilities shall be limited to designated smoking areas.
  4. ENDS use is specifically prohibited inside all county owned or leased vehicles.
